It depends on the level of the outbreak and the location. If it is remote and distant but with a threat of arriving on our (Western) shores then I think it could be difficult for the Cathedral, problematising things it had been making progress on (racial integration, open boarders, etc). If it arrives in the West and goes hyperbolic, well, then all bets are off – it will be murder, and anything could arise from the ashes of some serious pwnage by Reality.
