		<description><![CDATA[This reminds me of the speeches of the roman republic-because anyone in the senate who wanted to debate on a political issue (and thus seek political change) had to speak in Classical Latin, a form of Latin that was grammatically and linguistically different from the Latin spoke by most of the populace in the empire, known as vulgar latin (vulgate= common people). http://www.aveneca.com/whatrom.html

This kind of esoteric-ism meant that anybody who was not educated to a standard of verbosity in classical Latin could not hope to enter circles of power in the empire,even if they were rich enough to be eligible for senate class- Just like Doctors and Programmers have their own technicalities for their professions acting firstly as a barrier to the uninitiated and thus uneducated = therefore excluded and standards(of knowledge) are maintained, so did politics and like with Rome/USA the democratization and the progressive removal of these &quot;elitist elements&quot; led to the vulgarization of political life and civil discourse (and so did the ratchet turn exponentially).
